You think there might be a negative incentive effect with a 200% tax rate on something? The larger impact would be to find ways to consume that are under the radar, people can be very creative. Tax evasion on a massive scale! Why not a simple flat tax? The NCPA has a considerable body of work devoted to taxation. Low rates on a broad base has many advantages as an approach.
Overcontrol. Why even attempt to force the movement from a goods producing to service economy? Let it happen as part of the organic evolution of the economy. Have you ever read the government's masterplan to transition from an agricultural to an industrial economy or the masterplan to transition from an industrial to an information economy?? Neither have I, because they don't exist!
